PLAC Executive Director Clement Nwankwo
The Policy and Legal Advocacy Centre (PLAC) has raised legal and civic concerns over the sudden declaration of a public holiday ahead of the 2026 FCT Area Council elections, warning that the move could reduce voter participation and create public anxiety.
Speaking to journalists in Abuja, PLAC Executive Director Clement Nwankwo said residents were unsettled by the late-night announcement of the work-free day ordered by Nyesom Wike, Minister of the Federal Capital Territory.
“Citizens are worried about the arbitrary and sudden declaration of a public holiday, giving no notice and creating anxiety ahead of an election people want to participate in,” Dr. Nwankwo said.
He said the decision disrupted daily life, including school activities, banking services and access to medical care. PLAC also questioned the legal basis for the directive, noting that no law or policy was cited to justify shutting down the FCT.

“It is not usual to declare a holiday overnight ahead of elections. We do not see a legal basis for creating an emergency atmosphere a few hours to an election,” he said.
PLAC warned that restricting movement in a major city could discourage voters.
“Shutting down a major city creates fear and anxiety. It does not encourage voter turnout,” Nwankwo added.
The group described the decision as unprecedented in Abuja and urged authorities to reduce restrictions, stressing that election credibility depends on public trust and clear communication.
The elections will be held across Abaji, AMAC, Bwari, Gwagwalada, Kuje and Kwali, with voters electing chairmen and councillors.
