The Federal Capital Territory Administration (FCTA) says it will begin strict enforcement next week against property owners who have failed to pay ground rent, land use change and conversion fees, as well as outstanding Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) charges.
The announcement was made in a statement on Thursday by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Nyesom Wike.
According to Olayinka, the enforcement will target all defaulters, including those who have ignored payments for ground rent, land use change penalties, conversion fees, R-of-O or C-of-O bills, and individuals who purchased properties but failed to obtain the mandatory Minister’s consent or register their deeds of assignment.
Olayinka noted that the FCT Minister had earlier issued several warnings and grace periods, beginning with a 14-day extension granted on May 26, 2025, following the intervention of President Bola Tinubu. The extension gave property owners more time to clear outstanding ground rent and related penalties.
He added that additional public notices were published on September 8, 9, and 10, 2025, in national newspapers and online platforms outlining revised Land Use/Purpose Clause regulations. These notices gave affected property owners 30 days to pay violation fees, including a N5 million penalty for land use change or conversion.
“Another public notice was published in national newspapers as well as online platforms, and aired on television and radio stations, granting defaulters of the land use/purpose clause of properties in Asokoro, Maitama, Garki and Wuse districts in the Federal Capital City (FCC), a final grace period of 14 days to comply with the terms and conditions of the approval for land use change and conversion,” Olayinka said.
He confirmed that full enforcement will begin on Wednesday, November 26, 2025, targeting all categories of defaulters.
Olayinka emphasized that the FCTA’s action is aimed at restoring compliance with land administration laws and ensuring proper documentation of property ownership across the FCT.
