The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has issued a final 14-day ultimatum to property owners in Asokoro, Maitama, Garki, and Wuse districts to pay the ₦5 million fine for violating approved land use purposes or face strict enforcement actions.
In a statement released on Sunday by his Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, Wike directed all affected allottees to comply with the directive between Tuesday, November 11, and November 25, 2025, emphasizing that no further extensions will be granted.
“The Minister of the Federal Capital Territory, Nyesom Wike, has granted defaulters of the land use/purpose clause of properties in Asokoro, Maitama, Garki, and Wuse districts a final grace period of 14 days to comply with the terms and conditions of approval for land use change and conversion,” the statement read.
According to the minister, all defaulters must pay the ₦5 million violation fee along with other applicable charges for land use change and conversion. Failure to comply, he warned, will attract enforcement measures by the FCT Administration (FCTA).
The directive follows Wike’s earlier approval, on September 3, 2025, of penalties against property owners who violated the Land Use Act in the capital. That decision came after a ministerial committee submitted its findings on widespread abuses of land use provisions across Abuja.

Under that directive, erring allottees were required to pay ₦5 million within 30 days and an additional 7.5 percent charge on the Assessed Capital Value (ACV) of any property converted without the consent of the FCTA. The administration subsequently published the names of 374 defaulting property owners, urging them to make payments within the stipulated period.
Olayinka noted that the new 14-day extension is a gesture of leniency to allow remaining defaulters to regularize their status.
“The Honourable Minister has magnanimously granted a final grace period of 14 calendar days for all affected allottees and title holders to comply with the terms and conditions for land use change and conversion,” Olayinka stated.
The affected properties include several high-value locations across the city — Gana Street and Usuma Street in Maitama; Yakubu Gowon Crescent in Asokoro; Aminu Kano and Adetokunbo Ademola Crescents in Wuse II; Ladoke Akintola Boulevard, Gimbiya, and Onitsha Streets in Garki II — as well as Ogbomosho Street, Lafia Close, Yola Street, Abriba Close, Danbatta Street, Ringim Close, and Ilorin Street in Garki I.
Property owners who comply within the grace period will receive new title documents, including a Statutory Right of Occupancy and a Certificate of Occupancy (C of O), valid for a new term of 99 years.
“The Honourable Minister has approved the issuance of new title documents upon fulfilling all necessary conditions. However, this exercise does not apply to lands or properties whose titles have already been revoked due to non-development, non-payment of ground rent, or other infractions,” the statement added.
