The United Nations General Assembly (UNGA) will on September 12, 2025, vote on the “New York Declaration.”
This is a resolution calling for a two-state solution between Israel and Palestine, explicitly excluding Hamas.
Co-sponsored by France and Saudi Arabia, the declaration has received endorsements from the Arab League and 17 UN member states, including several Arab nations.
The resolution urges the international community to take “collective action to end the war in Gaza” and achieve a “just, peaceful, and lasting settlement” of the Israeli-Palestinian conflict through the effective implementation of a two-state solution.
The declaration condemns Hamas’s October 7 attack on Israel, calls for the release of all captives, and demands that Hamas disarm and relinquish control of Gaza.

“In the context of ending the war in Gaza, Hamas must end its rule in Gaza and hand over its weapons to the Palestinian Authority, with international engagement and support, in line with the objective of a sovereign and independent Palestinian State,” the text states.
The vote precedes a UN summit on September 22 in New York, co-chaired by Riyadh and Paris.
French President Emmanuel Macron has pledged that France will formally recognise a Palestinian state during the summit.
Recent Escalations in Gaza Israeli strikes in Gaza on Thursday killed at least 53 people, including 39 in Gaza City, where the invasion has intensified, local medical sources reported.
The attacks have left more than 50,000 people homeless in less than a week, according to Gaza’s civil defence spokesperson Mahmoud Basal.
Meanwhile, the UN Security Council issued a statement condemning recent strikes in Qatar, agreed upon by all 15 members, including the United States, but notably without mentioning Israel.
In a separate development, Israeli Prime Minister Benjamin Netanyahu approved the controversial E1 plan to expand settlements in the occupied West Bank, reaffirming his stance that “there will be no Palestinian state.
”Clashes in the West Bank continued on Thursday, as Israeli forces opened fire at young Palestinians in Dayr Jarir village, wounding five.
One victim was detained before receiving medical care, according to village council head Fathi Hamdan.
Israeli forces also temporarily blocked the main entrance to the village, restricting movement for several hours, reports say.
